What would a rational copyright law look like and do we have any hope of ever having one?  Law is not an end in itself. We enact laws to solve problems. The best laws solve problems only laws can solve, and are fit for their purpose. The worst laws try to solve problems that laws cannot solve. Second worst are laws that mean well, but are poorly executed. We should be able, empirically, to have good laws and not bad laws. Are our copyright laws rational, and if not, can we make them work better?
